Background

Lusail is the newest planned city in Qatar, located on the coast, in the northern part of the municipality of Al Daayen. Lusail is located about 15 km north of the city centre of Doha, just north of the West Bay Lagoon, on over 35 km² and eventually provide accommodation for up to 250,000 people. It has marinas, residential areas, island resorts, commercial districts, luxury shopping and leisure facilities, including two golf courses and an entertainment district. Construction is still ongoing, valued at $30-40 billion and it is imperative that a robust security and fire safety strategy and regime is developed and implemented across the spectrum of assets, buildings and facilities.

Project

Restrata was commissioned by LREDC to develop and determine clear vision and strategy for Security and Fire Safety provision for Lusail City and in particular for the public realm and site wide infrastructure.  This initially involved undertaking a comprehensive threat and risk assessment, development of protection and mitigation objectives and determining a strategic citywide approach in the form of a Security & Fire Master Plan.  Restrata also developed comprehensive Security & Fire Safety design guidelines and to be implemented across all building developments across the city.  The assessment, planning and design scope has encompassed a broad range of facilities, some of which included schools, hospitals, fire stations, utilities, transportation, sports stadia, residential & hotel developments, marinas, public space and road infrastructure.  The commission has required extensive stakeholder engagement including LREDC, Urban Planners, Architects, Engineers, Designers, Qatari Ministerial Departments (Security and Civil Defense), Transportation, Marine and Utility providers.  This was essential to determine appropriate and relevant regulatory standards and governance and to establish policy and procedures to be implemented for design, construction and operational phases for Lusail City.
