Provision of Incident Management Centre Response Services, Emergency Response Training and Consultancy

BACKGROUND

Restrata provided a 24 hour on-call Incident Management Centre and Emergency Response Service Centre for the BG Group prior to their acquisition by Shell. Restrata provided a 24-hour on-call Incident Management Centre (IMC) and Emergency Response Service Centre (EMS) for the BG Group prior to their acquisition by Shell.

This included the provision of a dedicated Incident Management Room, Media Response Room, Business Support Room, and an Operations Control Unit (OCU) room as approved by the Department for Business, Energy, and Industrial Strategy.

The contract also included the provision of 24-hour on-call response personnel including a Control Room Operator, Emergency Coordinator (the team leader), Health Safety, Environment and Quality Advisor (HSEQ), Human Resource Advisor, Logistics Coordinator, Log Keeper/Action Keeper, Media Advisor and Relative Response Team.

During the delivery of the contract, Restrata delivered a number of role-specific training courses for various BG Group members of staff including the provision of family liaison training in addition to the roles mentioned above.

Additionally, Restrata conducted regular tabletop exercises, monthly simulated and full–scale live exercises to test BG Group’s emergency response during normal operations and campaign-specific activities.

PROJECT

The services delivered by Restrata included:

Gap Analysis – the review and updating of offshore and onshore emergency plans

Provision of dedicated 24-hour emergency and incident rooms with a team of responders utilising command and control software to manage the flow of information.

Live mobilisation of the Incident Management Centre and Incident Management Team in response to incidents.

Development and delivery of role-specific training (including family liaison).

Delivery of various tabletop, simulated and full–scale live exercises.

Delivery of campaign-specific exercises in relation to drilling, maintenance and subsea activities to test intercompany interfaces.

Development and delivery of full-scale SOSREP exercises.

SOLUTIONS/SERVICES

All solutions and services were set to project milestones and delivered to the satisfaction of the client. This project was also delivered on budget which successfully led to a further extension of the contract when BG Group became part of Shell.

Restrata was tasked to Complete the review and re-write of Emergency Response documentation for all regions (the UK, Middle East, Africa) – Level 2 (Country) and Level 3 (Corporate – Dubai). It also provided full Emergency Response Services including Crisis Management and media support from the Aberdeen Global Operations Command Centre covering Borr’s International fleet.

Serica Energy - Emergency Response Services and Training

Serica Energy approached Restrata to provide emergency response services, and to develop crisis management plans and training in readiness for their work on the UK Continental Shelf (UKCS). The project also covered the provision of media support via the Restrata teams located at the Aberdeen Global Operations Command Centre (GOCC).

Restrata was appointed to complete the revision of Incident Management Plans (tactical) and Crisis Management Plans (strategic) for all 12 UK assets. Restrata also provided the review of all levels of Incident response (including the Government interface) for the Tier 1 Oil terminal in Flotta, Scotland.
