Client: Ma’aden
Location: Al Khobar and Eastern Province, KSA
The Saudi Arabian Mining Company, Ma’aden, undertook the development of an extensive industrial city in its northeast region base on two major industrial projects. The purpose of these projects was to utilise the Kingdom’s extensive mineral reserves and low cost fuel supplies to create economic growth and employment with high commercial return.
This project name was Mineral Resources Industrial City (MRIC). It was at Ras Az Zawr, a greenfield site covering an area of 80km2 and located on the East Coast of Saudi Arabia approximately 65 km north of Jubail Industrial City. It is known colloquially as RAZ. The City foundation industries are major Phosphates and Aluminium plants with raw materials supplied by rail link from mines in the North West of Saudi Arabia. The aluminium complex included an alumina refinery, smelter in which three pot lines are planned in the long term, and a power station. The overall development included an extensive port and a further power station providing power into the KSA grid.
PROJECT
Restrata was approached by Ma’aden to provide strategic consulting for all HSSE elements of their proposed Mineral Resource Industrial City (MRIC) at Ras Az Zawr in Saudi Arabia’s Eastern Province.
SOLUTIONS/SERVICES
The services provided to the client were:
- Strategic advice and recommendations on the general policies and regulations regarding construction labour camps and construction planning. These have been adopted by Ma’aden and are used by tenants undertaking construction on the RAZ site to ensure the safe and efficient operation of the MRIC
- Recommendations on the location and management of the proposed construction labour camp for the Ma’aden Phosphate project. This recommendation is based on the application of the policies and regulations and incorporates a comprehensive evaluation of relevant factors including security, safety, environment, access and transportation, construction activity duration and scale, messing, risk and potential financial impacts
- Formulation of policy for security for the project including all contracting, construction and industrial operations. This includes strategic responsibilities and authority at the various levels within the organisational structure
- Conduct of a health risk review followed by recommendations related to medical provision on site, location of medical facilities; emergency health provision and coordination with local and national health and emergency response agencies
- A preliminary transport study followed by a detailed transport study on which the access and road system plans are now based

Borr Drilling – Emergency Response Services
Restrata was tasked to Complete the review and re-write of Emergency Response documentation for all regions (the UK, Middle East, Africa) – Level 2 (Country) and Level 3 (Corporate – Dubai). It also provided full Emergency Response Services including Crisis Management and media support from the Aberdeen Global Operations Command Centre covering Borr’s International fleet.
Repsol Sinopec – Emergency Response Services and Training
Restrata was appointed to complete the revision of Incident Management Plans (tactical) and Crisis Management Plans (strategic) for all 12 UK assets. Restrata also provided the review of all levels of Incident response (including the Government interface) for the Tier 1 Oil terminal in Flotta, Scotland.
Serica Energy - Emergency Response Services and Training
Serica Energy approached Restrata to provide emergency response services, and to develop crisis management plans and training in readiness for their work on the UK Continental Shelf (UKCS). The project also covered the provision of media support via the Restrata teams located at the Aberdeen Global Operations Command Centre (GOCC).
